In the early years of ICT, the world was initially confronted with the problem of computer viruses. This was followed by the alternate springing of virus and anti-virus programs along with spyware, malware, etc. and their corresponding antidotes. Now, we are witnessing the consequent deployment of security software in response to broader applications used by people and institutions to invade privacy, steal or encroach upon intellectual property, and even limit the freedom of expression.

 

a. How serious, if at all, are the effects of the “offense forces” of ICT (i.e., viruses, spyware, malware, etc.) to your telecentre?

 

b. How effective are the “defense forces” of ICT (i.e., anti-viruses, anti-spyware, anti-malware, etc.) in confronting the "offense forces"?

 

c. Which is safer or more secure to use by our telecentres, proprietary software or FOSS?

 

d. What can our network and telecentres possibly do, if any, vis-à-vis this issue?

Computer viruses, spyware, malware, and etc. affect the operations of our CeCs in terms of downtimes, lost files, wasted time and efforts in recovering files, cleaning files and folders, or totally reformatting hard disks and re-installing OS and other software, not to mention the cost of proprietary Anti-viruses, Anti-spyware, Anti-malware, etc. that take much of the budgets of our CeCs.

Can we list here some of the effective FOSS that can be used by our CeCs for such viruses, spyware, malware, and etc?

One of the services of our telecentre is hardware/software maintenance/troubleshooting. Based on our experience, about 8 out of 10 job orders that we receive involve computer viruses and other malware. The computer units that are being used by our clients at our telecentre bog down most frequently due to the same problem.

This could mean that the anti-virus software that we purchase are not so effective at all. How do you rate the anti-virus software with the following brands: McAfee, Norton, Kaspersky, AVG, Avast?

My apologies to the programmers/developers of computer viruses, spyware and other forms of malware. Relative to this, I have changed the offensive words that I used in referring to the "opposing ICT forces" in this forum as follows:

"Defense forces" instead of "Good Forces"
"Offense forces" instead of "Bad Forces"

Telecenters sometimes have living opposing forces (People) - beaurocracy etc

Sin duda Nirajan la tecnologia a pesar de que avanza muy rapidamente, tambien se combierte en amenaza para los telecentros ya que combatir los nuevos virus implica recurrir a nuevas tecnologias a mas gastos en equipos y claro detras de esto estan los intereses de los que venden, y hay tambien aquellos que solo tienen intereses personales que obviamente tambien perjudican a los telecentros y se comvierten en fuerzas oscuras
