What is the most important for Bangladesh : Digital Information or Digital System ?

The ability to access, interpret and create digital information has increased its level of importance in the continuum of literacy in recent years. The use of computers, the Internet and the World Wide Web has become integral to many forms of information access, communication, and knowledge generally. This change is having an impact on common understandings about information, communication and knowledge - causing many to ask fundamental questions like: what is reliable information? How do we communicate effectively? and how do we develop and maintain knowledge?
And
Digital systems will develop when people in authority have the motivation to proceed.In the private sector the motivation for change is either commercial or legislative. A higher level of authority introduces legislative change with compliance being a condition of continuing in the commercial marketplace. Changes made for commercial reasons rely on the perceived economic gains covering the costs of the change by increases in efficiency or the provision of new markets to give acompetitive advantage over business rivals.

Digital technologies are constantly changing the way we live, work and play. All will need new skills to participate fully in this digital world. As well as digital literacy and technical ICT skills, our education system needs to engender creativity in all students.
Rapid change means we must regularly re-evaluate our skill needs. The ICT industry, wider business community, education sector and government must work together to ensure our skills are up-to-date and lead the world

So what we exactly needed for Digital Information and Digital System in Bangladesh ?

Thanks Mr Ahasan for such good post. However I would like to add another issue which is the enabling society including the mass awareness building and technology facilities everywhere bottom to top/top to bottom. Somebody like to work top to bottom approach and somebody like to work bottom to top approach when both are required very much at a same time for the real development of our country.

As your topics I found both are important for our country.

I believe the two is not mutually exclusive but complementary. The existence of one enables the other. Without digital systems there can be no digital information or it cannot be accessed. The question is what constitutes a digital system?

I suppose within our given context, we are referring to ICT infrastructure and capacity building. This topic of course lends itself to a wide number of solutions:
* Investment in ICT infrastructure
* Investment in education and capacity building
* Institutionalization and establishment of different government bodies to oversee and implement policies and framework to support and further a comprehensive ICT plan for the country.
* Establishment of policies and framework for private sector – to encourage investments
* Establishment of policies and framework for foreign institutional investments

Very good observation. In fact because of lack of effective monitoring and lack of feedback mechanism, major initiatives undertaken by government at the central and state and local level generally fail. Effective monitoring requires training, education, transparency, work processes and accountability.
