The ability to access, interpret and create digital information has increased its level of importance in the continuum of literacy in recent years. The use of computers, the Internet and the World Wide Web has become integral to many forms of information access, communication, and knowledge generally. This change is having an impact on common understandings about information, communication and knowledge - causing many to ask fundamental questions like: what is reliable information? How do we communicate effectively? and how do we develop and maintain knowledge?

Digital systems will develop when people in authority have the motivation to proceed.In the private sector the motivation for change is either commercial or legislative. A higher level of authority introduces legislative change with compliance being a condition of continuing in the commercial marketplace. Changes made for commercial reasons rely on the perceived economic gains covering the costs of the change by increases in efficiency or the provision of new markets to give acompetitive advantage over business rivals.
Digital technologies are constantly changing the way we live, work and play. All will need new skills to participate fully in this digital world. As well as digital literacy and technical ICT skills, our education system needs to engender creativity in all students.
Rapid change means we must regularly re-evaluate our skill needs. The ICT industry, wider business community, education sector and government must work together to ensure our skills are up-to-date and lead the world
