When the question comes that what kind of benefit or development telecentres brings to a community, we begins to scrape the surface. Well-run telecentres are those that can show their success. Success comes from good management. Good management depends on good decision making. Good decision making depends on good information. Good information needs good data and quality analysis of the data. Quality data comes from the regular monitoring/ updates. These are all critical elements of evaluation.

I wish to add to your conceptual framework, if I may, RECOGNITION as sixth element.

An example would be the proposed awards/recognition program for telecentres and telecentre knowledge workers.

Dear fatem
This looks more one way process, of collecting data for research. This diagram resembles more of general evaluation process which out put knowledge, however I think modern TC evaluation is a localized version from general evaluation. I think modern M & E is differently termed, integrated and include more areas like networking, research, innovation, capacity building-- .

The TC M & E starts specifying a purpose and targeted outcome and a action plan to archive it. It combines quite with research but adds deployment of whats learned.

I would just like to share the following diagram that links knowledge to community development. The outputs of M&E and the M&E process itself are knowledge that are very useful to the telecentre ecosystem.
