Greetings from the Philippines!
During the 2nd Global Telecentre Academy Meeting in Barcelona, Spain last year, a Committee, headed by the Philippines, was created to formulate the Charter of the Global Telecentre Academy. The Committee has completed the draft and is now inviting the other members of the community to comment on the Charter.
We shall have a two week discussion in this forum, until February 20. The drafting committee will come up with a revised draft by end of February. The Charter will be ready for ratification by March, 2009.
My thanks to the Drafting Committee members for their help and inputs.

special thanks to tess and sorry for being late
these are some suggestion for the objectives of Telecentre academy
1- Best utilization of ICT for community development
2- improve the quality of training to enhance capacity building of Telecentre mangers , operators and the community leaders and provide them with quality skills and certification.
3- Staff exchange, sharing experiences, knowledge and best practices with the national and global Telecentre network to establish Telecentre National Network .
4- bridging the digital divide (gab )specially within disabled to include (integrate) them in the society (community) through ICT.
5- establishment of strong partnership to support existing Telecentre and establish new ones and seeking financial and technical support for the sustainability of Telecentres.
6- Co-ordination between the working organizations and institutions in the field of Information Technology to achieve the shared goals and participate in establishing and operating Telecentres and this will lead to utilization and mobilization of available infrastructure of partners and provide technical support to Telecentres.
7- Providing the Governments with technical support and consultancies to execute it's technical programs to speed up e-services to the community

FEEDBACK OVERVIEW

I have structured my feedback into 2 sections. The first section consists of feedbacks on the GTA Charter framework at a macro level. This section is sub divided into 2 categories:

Category 1: PROJECT – this section includes questions regarding the telecentre Academy project

Category 2: CONTENT – this section includes questions and suggestions regarding the content of the charter at a Macro level.

The second section consists of feedback on micro level. The second section follows the same format as the original framework and I have listed specific feedbacks for each section at the end of the sections.

FIRST SECTION: MACRO FEEDBACK on GTA CHARTER FRAMEWORK

Category 1: PROJECT

1. The Charter provides details without a background primer. As a new member of the Academy who has not attended the meetings, vital information regarding the project is missing, including document and outcome lists from all the prior meetings.

Questions:

1. Is this a 100% collaborative project or project designed and directed by core team with inputs from other members
2. What are the project requirements?
3. Who are the project team members and how can we contact the members ?
4. What is the project schedule?
5. Has a project worksheet been created?
6. What project tools – ie software, online sites, are being used?
7. Current project phase?

Suggestions:

1. An alternate site dedicated to Telecentre Academy to list the progress of the project, where project members can collaborate and communicate specific to the project only.

2. The charter should be reorganized or perhaps even develop multiple documents to differentiate GTA vision, mission and value statements, GTA Organizational Structure and roles and responsibilities, GTA Resources, GTA Marketing and PR.

3. A background primer on the project is a must providing summary information on all of the above questions and most importantly listing project members to address queries, concerns and suggestions.

4. How is the GTA project being marketed currently. Has a marketing strategy been developed to enlist support and contributions – monetary and resources ?

5. What is the role of supporting members from telecentre.org. In what ways can we further our participation and contributions in this project.

Category 2: CONTENT

1. While the charter does provide comprehensive summary information, it fails to address some key issues:

a. Funding – No mention on sources of funds and allocation of funds are listed.
For example, what is the primary revenue base for GTA– apart from donors and membership fees? The role and responsibilities of treasury and accountability?

b. Role and structure of NTA – the charter mentions the responsibilities of the NTA but does not provide the organizational structure within the NTA and its sub offices. .

c. Donors – The donor section requires more elaboration on types/categories of donors, expected percentage composition of these donors, percentage of revenues expected from donors. Also the benefits available to donors.

2. Organizational structure chart – an organizational chart would be immensely more communicative than the text descriptions.

3. Table of contents – to make it easy for readers to refer to and find specific sections within the proposal.

In conclusion, I would like to volunteer for the following tasks…..if undertaken:

1. Project Management - Assist in design and development of a detailed project to implement the telecentre Academy

2. Information systems design and deployment – Assist in designing and developing detailed information systems to oversee successful completion of the telecentre Academy project

3. Website design and development - Assist in design and development of a separate site development for telecentre Academy.

4. Resource classification and online resource database development – Assist in evaluating, categorizing and classifying resources. Assist in developing an online information systems (database) to store, update, retrieve, modify, delete and search resources.

5. Organizational chart development - Design and develop detailed organizational structure along with other details

6. Marketing and PR strategy development – Assist in formulating and implementing detailed marketing strategy to promote telecentre Academy. Also assist in designing print materials and posters to promote telecentre Academy.

7. Consultant and advisory function – Assist in various aspects of the project management and execution.

My first review of this charter is that
It's just great!

Creating globally acceptable model for any form of education is a challange, the charter creates a good framework to build Teelecenter Academies across the world and provides a means of governence, standards and accreditation model that national/regional telecenter academies can adopt.

Suggession on membership
We should consider both geographical as well as cross border Telecenter Academic initiatives. An institution operating in several countries, or a global collaborative is possible through e learning. The GTA need to be inclusive of such variations.

Telecenters located in distance geographies and the ones challanged with communication can't rely on only on e learning from one center. There is a need need to encourage forming regional telecenter academies.

National Academy or National Academies


A Case example :


E3 is reserch initiative, Started in June 2008 with assistance from ICTA, trains and capacity builds Nenasala Telecenter Community, in Uva Province Sri Lanka, has compled 9 months covering major parts of ecucation needed by Telecenter Managers resulting Nenasala performance improvement. The research collaborated by local and international academics, professionals and Nenasala expected to output a local carriculam for Telecenter Management, a content core, and a model for Telor ecenter Operator Training School which will have both online and traditional face to face teaching and workshops. The school already has shared public facilities, provides zonal training and even visits telecenters tp assess needs in a M & E. Currently it's regional, and has potential to become a national initiative by reaching Islandwide Telecenters who wish to take part in e education , training and capacity building. Tehis initiative wish to become a National Initiative of Sri Lanka Telecenter Communtity.

There may be many other cases like Project E3 around the world. I think Academic initiatives that are close to people will perform better as they are inclusive, owned and endorsed by community. As a social innovation we need to have speace for such value creation in future.

My view is that succesfull regional telecenter acmiecs can become national academies and be several like we have several universities, collages and schools teaching similar carricullam hence the word "National Academy" best improved as "National Academies" to motivate small capacity building organisms to evolve as regional and national telecenter acdemies to increase access to Telecenter workers education.

I just joined the group. Has the Charter been finalized? If so, what is the next step, and how can I be involved?

I think that the Global Telecentre Academy is an excellent idea, and I am so sorry that I was too late to make suggestions.
