telecentre.org Foundation board appoints Advisory Council members
The Board of Trustees of the telecentre.org Foundation, the new host of telecentre.org, appointed seven members to the foundation’s Advisory Council during the first board meeting held in Colombo, Sri Lanka in December. At that meeting, the council members discussed their new roles and responsibilities and reviewed the business strategy for the next phase of telecentre.org, which the foundation is finalizing.
In accordance with the by-laws of the foundation, the Advisory Council is made up of an international pool of telecentre experts, partners and network leaders, responsible for advising the board and the executive director, based on their regional realities, on matters pertaining to the telecentre.org program and its implementation.
Telecentre leaders named to the council are: Aminata Maiga of Mali’s Afriklinks (Africa); Reshan Dewapura of Sri Lanka’s Information and Communication Technology Agency (Asia Pacific); Ian Clifford of Telecentre-Europe (Europe); José Avando Souza Sales of ATN in Brazil (Latin America and the Carribean); Sherif El Tokali of the United Nations Development Program in Egypt (Middle East and North Africa); Dr. Latha Pillai of India’s Indira Gandhi National Open University (Telecentre Academy); and Rebecca Masisak of Techsoup Global (Social Enterprise).
In keeping with the global mission of telecentre.org, the Advisory Council will be geographically and thematically representative. In addition to those council members already appointed, additional members shall be identified and added as necessary.

I just wish to share the following Philippine experience as regards representations to councils:
Sectoral Representation in the Executive Council
The PhiCeCNet Executive Council is composed of representatives from the following sectors:
1. National Government Agencies (other than the NCC-CICT)
2. Academe
3. Non-Government Organizations
4. Private Business with interest in CeCs/telecentres
5. Media
6. CeC/Telecentre Managers
7. CeC/Telecentre users
8. International Development Agencies
9. Local Government Units
The duly-designated representative of the National Computer Center – Commission on ICT (NCC-CICT) is an automatic ex officio member.
Geographic and Gender Representation to the Executive Council
Each of the nine (9) sectors listed above nominates a maximum of three (3) representatives to the Executive Council. Nominees come from each of the three (3) ISLAND GROUPS of the Philippines, namely: Luzon, Visayas and Mindanao, with GENDER REPRESENTATION being one of the basic considerations.
In observance of DEMOCRATIC PROCESSES, the PhilCeCNet MEMBERS AT-LARGE elect from among the nominees the sector representatives to the Executive Council.
Thematic Positions in the Executive Council
The Executive Council elect from among themselves a Chair, a Vice Chair, Executive Secretary, Executive Treasurer, and Heads of the Committees corresponding to the components of the Philippine CeC Program, including two (2) committees for administrative concerns, namely:
1. Infrastructure
2. Content Development
3. Capability-Building
4. Telecentre Development and Management
5. Membership
6. Resource Management
In view of the PUBLIC-PRIVATE PARTNERSHIP (PPP) nature of the Philippine CeC Program, should the elected Chair come from the public sector, the Vice Chair should come from the private sector and vice-versa.
